After IPL restart of GoldenGate on z/OS spawns many threads
After an IPL this morning GoldenGate will not restart properly. Instead of GGSMGR starting a few threads it is starting many.

Even attempting to restart GG with everything but GGSMGR started we still experience the problem.
System is down. When restarted, it takes an IPL to remove.
