404 Error When Loging In To Apps - Server in failed state (Doc ID 2309093.1)

Symptoms

Getting 404 1164 on one of the servers

Also see oam server in fail state

One server is ok. When shut down the problem server, the 404 errors go away

This error started after JDK upgrade from 1.7_80 to 1.7_151
