Public Documents Stored in Fusion Apps Content Server Gives Redirection Error (Doc ID 2309998.1)

Symptoms

Trying to access a document that has guest access gives an error - <cloud host> redirected you too many times.

Steps to reproduce:
1. Open a new browser window.
2. access the following URL:
<cloud host>/cs/groups/public/documents/document/bwzh/mdm0/~edisp/ucmfa034489.pdf
3. Notice the error
<cloud host> redirected you too many times.
4. Access the following URL:
<cloud host>/cs/
5. After the page loads, do not click any links but just paste the pdf URL again and access it.
<cloud host>/cs/groups/public/documents/document/bwzh/mdm0/~edisp/ucmfa034489.pdf
6. This time the pdf opens up.
