Goal

Starting with Oracle Access Manager 12c PS3 (OAM 12.2.1.3), you can no longer directly edit the oam-config.xml file in the <DOMAIN_HOME>/config/fmwconfig/ directory. In OAM 12c (12.2.1.3.0) release, OAM configuration resides in two locations; in the OAM dbstore (OAM SCHEMA), and on the file system. However, in order to modify this file, one must now export the file, make the changes and then import it back into the database.

Note: You should only make changes to the oam-config.xml file if you absolutely know what you are doing, or at the direction of Oracle Support.
