Symptoms
A Java WebStart application throws a java.util.MissingResourceException: Can't find resource for bundle com.sun.deploy.resources.Deployment Error, if a Cyrillic account is used in Java SE 8u141. In this instance, a 'Cyrillic account' refers to a Windows user with a non-ASCII name. This can happen with any non-ASCII character set such as Japanese or Arabic.
The application was successful with JRE 8u131 and lower versions. The issue is observed with Java SE 8u141.
