[Java SE] Java Control Panel Reports Error: "Exception Parsing Deployment Rule Set file" (Doc ID 2313016.1)

Symptoms

When viewing a Deployment Rule Set (DRS) in the Java Control Panel (JCP), the JCP shows the ruleset.xml file but reports a parsing exception as shown below:


Reproduce the issue with the following steps:

  1. With the DeploymentRuleSet.jar installed, load the Java Control Panel.
  2. View the Deployment Rule Set.
  3. Notice the error after the display of the ruleset.xml file.
