Federation Cluster Failing To Recover on Restart Throws RequestIncompleteException: Partial failure (Doc ID 2313253.1)

Symptoms

Customer has a 12.2.1.0.6 federation cluster and is failed to recover with partial failure exception after cluster restart. Customer has stopped both federation clusters in parallel and then restarted the both clusters, then failed to recover with the below reported errors and thread stacks in the thread dumps generated from the guardian service.
