Proxy Test Fails In JDeveloper 12.2.x When Run On Mac OS 10.12.5

Symptoms

JDeveloper 12.2.1.2.0 on Mac OS version 10.12.5 fails during Proxy test. 
Configuring JDevelper to use 'No proxy' and 'System proxy' did not help.

JDeveloper cannot connect and reports the exception:
