Oracle HTTP Server Start-Up Fails with Error 'exit status = -1073741515' in a New Installation of FMW 12.2.1.3 on Windows Server (Doc ID 2314112.1)

Symptoms

When attempting to start Oracle HTTP Server (OHS) after fresh installation and configuration of FMW 12.2.1.3 on Windows Server, the following error occurs:

OHS fails to start with the following error:

launch.exe - System Error

The program can't start because MSVCR100.dll is missing from your computer.
Try reinstalling the program to fix this problem.

 

 

In ohs_nm.log we see the following:
