On : 12.2.1.3.0 version, OSB Installer

Unable to configure OSB domain after installing WLS/OSB in new environment

Also, Unable to upgrade OSB 12.2.1.2 to 12.2.1.3

Both these scenarios fail with the following error

STEPS

The issue can be reproduced at will with the following steps:

Install new OSB environment and try to configure OSB domain

or

upgrade OSB 12.2.1.2 to 12.2.1.3
