Websphere Connection Using Oracle UCP Slow During Connection Time (Doc ID 2314526.1)

Symptoms

A Websphere application using JDBC 12.1.0.2.0 and UCP 12.1.0.2.0 started having performance problems acquiring the connections from one day to another.
It is seen that connections have taken up to 20 seconds to establish. The issue persists even after restarting Websphere services.
