Symptoms
A database call to a package via a JDBC connection pool with JDBC 12.1.0.2 is observed to take significantly longer during the first call than subsequent calls.
This delay is causing timeout issues upstream.
It is expected to have about the same time of execution on all calls for the stored procedures to the database using JDBC.
