Track Requests For a User issuing a blank search

When a user with admin role having capability user view request goes to Track Requests and select filter For a User a blank search is run returning all the requests of the users in the Organization the admin role has is cope for.
This is problematic because for example if the user wants to search a particular request for one of the users once it selects For a User a blank search will be submitted retrieving all his/her reportees requests.
If there are thousand of requests this will take time.
The correct behavior is that once the filter For a User has been selected clicking search will bring all the requests.
After installing the fix once For a User is selected no blank search will be run
Now in order for all the requests to be retrieved the user will need to click search (magnifying glass) after selecting the filter For a User
