Track Requests For a User issuing a blank search

When a user with an Admin Role having capability User - View Requests goes to the Track Requests page and selects the filter For a User without hitting the Search button, a blank search is run returning all the requests that the user has the permissions to see.
Suppose the environment is such that there are limited requests made on behalf of other users - with the majority of requests being self service type requests. When the user with the Admin Role tries to search for just the requests made on behalf of others, the resulting delay caused by the blank search could impact performance.
The correct behavior is that once the filter For a User has been selected, only clicking on Search will show the requests and only those requests that were made For Users will be shown.
