Increase In Connections From UCP Pool After Swtiching The Service

Symptoms

While using Application Continuation feature with UCP pool to connect to a RAC instance, it was noticed that sudden increase in connections to

the database after switching the service with -f option and connections were opened and closed frequently. 

Following flag was also used Doracle.ucp.PlannedDrainingPeriod. 

Data source shows they have

Initial pool size =0
Min pool size=1
Max pool size= 3.

However, the issue did not occur with following settings
Initial pool size =3
Min pool size=5
Max pool size= 20

OR

Initial pool size =0
Min pool size=5
Max pool size= 20..
