PoolLimitSQLException: Error Accessing OIM Self Service and Password Functions (Doc ID 2316704.1)

Symptoms

When creating a new user in OIM, whether by bulk load process or Identity Self Service, when the new user attempts to login to Identity Self Service, they get a 500 error on the screen and are unable to login. Users that were previously imported or created before the problem started happening are able to login to Identity Self Service correctly.

Recreate Steps:
1. Create a user either through bulk loading or by using Identity Self Service.
2. Try to login to Identity Self Service with the newly created users credentials.
3. Error shown on screen is, "Error 500--Internal Server Error."
