The BulkOrchestration is not Called in the Validation Event-handler (Doc ID 2317038.1)

Actual Behavior:
With a validation event handler in place for userrole (any operation), try to assign users to any role via rule membership, the validation event handler is called.

For single user it works fine and calls the validate (long processId, long eventId, Orchestration orchestration).

However in case of bulk operation the bulk validate validate(long processId, long eventId, BulkOrchestration bulkOrchestration) is not getting invoked, instead the regular validate method is invoked similar to single user.

Expected Behavior:
To have the single user event handler get called and work for single users and have the bulk user event handler called when bulk users are loaded into the system.

Business Impact:

Recreate Steps:
1. Plugin the validation eventhandler
2. Create 3 users with first name = "abc" for all
3. Create role, with the rule first name = "abc".
4. Save and apply and evaluate the rule.
