NodeManager doesn't start Oracle HTTP Server 12c After Restart of Windows Server (Doc ID 2317700.1)

Symptoms

NodeManager doesn't start Oracle HTTP Server (OHS) 12c after restarting of Windows when NodeManager and its managed processes (including OHS) are not stopped before the operating system restart.

After Windows restarts, NodeManager detects the old OHS PID and erroneously recognizes that the OHS is already running, and does not start OHS.
