Symptoms

When installing Fusion Middleware software such as Forms/Reports Oracle Universal Installer(OUI) cannot display non-English multibyte character language messages. For example, languages such as Japanese, Chinese, and Korean are not displayed on Oracle Linux 7 (64-bit) and Red Hat Enterprise Linux 7 (64-bit).
