Coherence REST Call Return Invalid Response if pass charset in the Content type header (Doc ID 2317806.1)

Symptoms

Customer is using Coherence 12.1.3.0.5 cluster, access cache data with REST services. User set rest request header "Content-Type: application/xml;charset=utf-8", server return HTTP 406 error, but if set "Content-Type: application/xml", server work fine an return HTTP 200. Customer has build the test case based on the example given in the https://docs.oracle.com/middleware/1213/coherence/develop-remote-clients/rest_example.htm#COHCG5231.
