UCM Is Not Releasing New Version Of Document (Doc ID 2318018.1)

Goal

After uploading a new document or updating a document, the document's status is "Done" instead of "Released" in UCM.
We restarted the WebCenter and UCM but it is not helping. Why is this occurring?
