OID 11g: Remtool.exe Crashes Trying To Create Replication Between OID Servers on Windows

Symptoms
Installed OID 11.1.1.9 and trying to setup replication following 1372095.1 however it crashes.
Example Scenario
------------------
Windows 2012 R2
Database = Windows 64bit 12.1.0.2 PSU "WINDOWS DB BUNDLE PATCH 12.1.0.2.161018(64bit):24591642"
Install OID 1.1.1.9
Apply Patch 23137803
Run config.bat This works.
Load tns Entries
LDAP works and its tested.
Setup Replication following "How to Setup LDAP Multi-Master Replication at Command Line in OID 11g (Doc ID 1372095.1)"
run
remtool -paddnode
remtool.exe crashes after answering prompts
applied patch 21972553 EMTOOL.EXE CRASHED DURING RUNNING CONFIGURING OID BY CONFIGURATION WIZARD
reboot server
rerun replication remtool -paddnode
Still remtool crashes
