"ResourceLimitException: No resources currently available in pool SOADataSource ": Error Seen When Certifications Remain In "Sign-Off Required" in Dashboard After Certifier Completed The Sign Off (Doc ID 2319031.1)

Symptoms

A certifier completes and sign off the certification action and all SOA tasks are completed and are no longer in the Inbox, but the Dashboard still shows "Sign-Off Required"

The SOA logs are also full of transaction errors of type:

 
The issue can be reproduced with the following steps:

User ABC has manager User DEF

a. Create a USER certification with Selected users including ABC,
Reviewer=User Manager

b. A cert task is generated and routed to DEF.

c. DEF sign off and cert has Completed at 100%. However, Dashboard still shows Sign-off required
