Managed Servers Cannot Be Started Via The WLS Console

Symptoms

After upgrade to 12c from 11g,
I am attempting to start a managed server on Weblogic 12c.  But when I use Node manager to start a managed server, things go failed. In console, the state of my managed server says "FAILED_NOT_RESTARTABLE" and status of last action is "FAILED."

From nodemanager log:

 Moved from JRockit to Hotspot JVM after upgrade from 11g.
