WCCREC/Records Nightly Batch Services Is Not Running

Symptoms

Records dispositions are not progressing as expected and manual batch services needs to be ran for the items to move through the disposition process.

The following trace logs for scheduledevents on RecordsManagementBatch also indicates the doEvent is being evaluated to "false", when it should be true during this time for the records batch to kick off.
