Symptoms
The startup of SOA Managed Server (or any WebLogic managed server) fails after installation and configuration with below error.
The issue can be reproduced at will with the following steps:
1. After configuring the SOA domain, start AdminServer and Node Manager, then attempt to start the SOA Managed Server.
2. The error described above is seen.
