Exalogic Virtual: Job For Creating new EoIB Network From EMOC BUI Fails With Popup Error Saying Job Cannot Be Submitted (Doc ID 2321401.1)

Symptoms

In Exalogic Virtual racks, issue of unable to create new EoIB network is observed. Job for creating new EoIB network does not get submitted and fails with popup error saying Job cannot be submitted.

Below error is seen in PC cacoa logs at the time of the issue.
