Interactive Reports "Help" Option Under The "Actions" Drop-down Becomes Hidden (Doc ID 2321531.1)

Problem
-------------
On Interactive Reports, choosing the "Help" option under the "Actions" drop-down that brings up the help window fails to ensure that the popup Help window stays on top of the main calling window. Issue happens using Internet Explorer but works as desired (Help window stays on top) in Chrome.

Steps
-------
Click on [Actions] -> [Help]
The help screen jumps to behind the application screen when using IE

Works
----------
Apex 4 with IE.
Chrome

Does not work

Apex 5.x and IE
