WebCenter Content Criteria Workflow Rejection Email Not Being Sent (Doc ID 2322059.1)

Symptoms

On : 11.1.1.9.0 version, Content Server

We no longer receive an email from a workflow rejection action.

This started to occur when we upgraded WebCenter Content environments from 11.1.1.8 to 11.1.1.9 and applied the patch: Patch 26583820: WEBCENTER CONTENT BUNDLE PATCH 11.1.1.9.170825

STEPS

After applying the patch: Patch 26583820: WEBCENTER CONTENT BUNDLE PATCH 11.1.1.9.170825

The issue can be reproduced at will with the following steps:
1. Login to UCM.
2. Navigate to Administration -> Admin Applets, click on Workflow Admin option.
3. In Workflow Admin applet, navigate to Criteria Tab.
4. Click on Add
  a. Workflow Name: CustomAllApprover
  b. Description: Custom All user approval workflow.
  c. Security Group: Public
  d. Original Author Edit Rule: Edit Revision.
  e. Has Criteria Definition checkbox checked.
  f. Field: Comments
  g. Value: testingWF
5. Click on OK.
6. In Criteria -> Steps section, click on Add.
  a. Name: CustomApprovalStep2.
  b. Description: Custom Workflow step requiring All approvals
  c. "Users can review the current revision" radio button checked.
  d. Users -> Add any user1 and user2.
7. Exit Conditions tab, "All reviewers" Click on OK.
8. Enable the workflow.

Once the workflow is enabled, checkin any document after logging in as weblogic and selecting security group: Public and comments as 'testingWF'

After this the above document will go in Review and user1 and user2 will get the documents for review.

Login as user1 and open My Workflow Assignments and then go to the respective workflow, click on Reject in the Actions column. You will see the error:
Unable to send mail to contributors. Null pointer is dereferenced.

Due to this issue, users cannot approve/reject documents in workflow correctly.
