System Becomes Unresponsive When Access Policy Harvesting Is Happening

Symptoms

During Access Policy harvesting for around 50k users or more, Access Policy Harvesting is taking long time to complete with the system becoming unresponsive.

Time-out and transaction rollbacks are seen in the SOA logs which seems to be taking a good amount of memory(processing ~700 users/hour)

Changes

 None, just trying to harvest users.
