OVD 11g OVD Listener Process Cannot Startup "onStop() is invoked"

Symptoms

 Unable to start OVD 11g Listener

 

The ias-component OVD1 process is DOWN and cannot startup

In the logs after OVD has started successfully, onStop() is invoked -
