Symptoms
An ADF application was created using JDeveloper 12.2.1.1.0. At runtime, on IE 11 browser, the scrollbar bounces back whenever it is dragged forward.
This issue occurs only the first time, when a user clicks on the "Horizonal Scrollbar Right Arrow".
