Error "The application has failed to start because its side-by-side configuration is incorrect" Occurs when Starting WFR Verifier (Doc ID 2323802.1)

WebCenter Forms Recognition Verifier reports the below error when starting:

The application has failed to start because its side-by-side configuration is incorrect.

When using the systrace.exe tool, the below is noted:

INFO: Parsing Application Config File E:\oracle\WebCenter Forms Recognition\Bin\bin\DstVer.exe.Config.

ERROR: Line 1: XML Syntax error.

ERROR: Activation Context generation failed.

End Activation Context Generation.

This has occurred after configuring WFR on a Windows Server 2012-R2 machine. Both RTS and Designer run without issue.
