Weblogic Console App Fails To Deploy With "java.lang.NullPointerException" Error (Doc ID 2324017.1)

Symptoms

New Install and setup of weblogic Domain. Adminserver startups and goes to running state, but when accessing the Console via the URL, it fails with 503 on browser and below error in the logs.

This issue can happen on both Exalogic Linux Physical and Virtual rack's.
