Oracle Reports Error "REP-0001 - REP-51002: Standalone Report Server Will Not Start After Upgrade 12.2.1.2=>12.2.1.3 Using Upgrade Assistant (Doc ID 2324526.1)

Symptoms

Upgraded from FMW Reports/Forms 12.2.1.2 to 12.2.1.3.0 following documentation procedure and no errors raised during this process.

Installed binaries in new Oracle Home  (For example: c:\12213_Oracle_Home)

Used Upgrade Assistant, which updated the domain in the "old" home. (AKA "in-place upgrade")
It's expected to have new home with empty c:\12213_Oracle_Home\user_projects\domains directory.

After creating a new standalone Reports Server, and try to view the Reports Server SHOWJOBS, you get the following error:

Checked the REPORTS_TMP and rwserver.conf, and everything checks okay.
Tried namingService instead of Multicast mechanism, but still the Reports Servers would not work.

"rwdiag.bat -findAll" doesn't detect any running reports servers.

Other Symptoms

• Trying to start standalone reports server via startComponent.cmd, fails with "REP-0001: Unable to find the reports builder message. Please verify your installation."
• WLS_REPORTS managed server is running but in-process fails with REP-52266 error.
• Log files for in-process are not being updated.

Changes

 Upgraded from FMW Reports/Forms 12.2.1.2 to 12.2.1.3.0 using Migration Assistant.
