Symptoms

ON WLS 12.1.2, after upgrading to 12.1.2.0.160419, when activating any dummy change in WLS AdminServer console, propagation of changes fails with

#### <[ACTIVE] ExecuteThread: '1' for queue: 'weblogic.kernel.Default (self-tuning)'> <> <>   at weblogic.management.provider.internal.ActivateTaskImpl.waitForCompletion(ActivateTaskImpl.java:404)
  at weblogic.management.provider.internal.ActivateTaskImpl.waitForTaskCompletion(ActivateTaskImpl.java:379)
  at weblogic.management.provider.internal.EditAccessImpl.activateChangesAndWaitForCompletion(EditAccessImpl.java:1163)

BEA-240003 - java.lang.RuntimeException: Timed out waiting for completion when activating changes.
