421 Service Not Available, Remote Server Has Closed Connection Error in Oracle API Gateway FTP Processing (Doc ID 2326219.1)

Symptoms

Using Oracle API Gateway to host FTP, SFTP and FTPS listeners.

The below error is observed while connecting to these listeners using an OAG user:

$ ftp <IP ADDRESS>
Connected to <IP ADDRESS> (<IP ADDRESS>).
220 Service ready for new user.
Name (<IP ADDRESS>:oaginstall): <USERNAME>
331 User name okay, need password for <USERNAME>.
Password:
421 Service not available, remote server has closed connection
Login failed.
No control connection for command: Success
