Symptoms

On adding a client on the left pane of the SOA/Jdeveloper, it is not possible to get the database connection working.
The following error is seen:

Test failed: ORA-00604: error occurred at recursive SQL level 1
ORA-01882: timezone region not found

The same timezone error is seen with both EBS adapter and with database adapter.

Environment
------------------
JDeveloper+SOA extension 12.2.1.3.0
Oracle EBS 12.1.1 database
