OIM Could Not Start Due To Access Permissions On A /tmp File Owned By OEM (Doc ID 2327685.1)

Symptoms

OIM version: 11.1.2.0

When trying to start OIM server, it does not start and because it could not access a temporary lock file owned by the OEM agent user.
/tmp/pki_data-<tmp_no>.lck.tmp

Note the file name may be different in each environment.
