OIM Could Not Start Due To Access Permissions On A /tmp File Owned By OEM

Symptoms

OIM version: 11.1.2.0

When trying to start OIM server, it does not start and because it could not access a tempory lock file owned by the OEM agent user "oemagent".
/tmp/pki_data-1753897746.lck.tmp

Note the file name may be different in each environment.
