Symptoms

Running upgradeConfig to upgrade environment from 11.1.2.2.0 to 11.1.2.3.0 produces below error

SEVERE: 2017-11-11 00:02:01.554/770.376 Oracle Coherence GE 3.7.1.13 <Error> (thread=com.tangosol.net.RefreshableAddressProvider: RefreshThread, member=1): An exception occurred while refreshing an address list:
at java.lang.String.substring(String.java:1913)
at java.lang.String.split(String.java:2303)
at sun.net.util.IPAddressUtil.textToNumericFormatV4(IPAddressUtil.java:47)

Reducing the refresh rate.
at org.apache.axiom.om.impl.llom.OMElementImpl.declareNamespace(OMElementImpl.java:339)
