OUD12c - When Running help('all") it Returns "the createOUDSMDomain command is not listed as an available command" (Doc ID 2328682.1)

Symptoms

On :  12.2.1.3.0 version, OUD Management Console

1) Install Infrastructure software (fmw_infrastructure) and install OUD following the instructions in the Oracle Unified Directory Admin Guide -
Installing the OUD/OUDSM Software

From Installing Oracle Unified Directory Step #7 -

If you plan to manage OUD through WebLogic server or OUDSM, select Collocated Oracle Unified Directory Server (Managed through WebLogic server).

2) Create a separate OUDSM domain using WLST -

Creating a Domain for OUDSM Using the WebLogic Scripting Tool

Launch wlst.sh from:

$ORACLE_HOME/oracle_common/common/bin

WLST launches in offline mode and enter:  

createOUDSMDomain(domainLocation="/oracle/weblogic/domains/oudsm",weblogicPort=<WL_PORT>,weblogicSSLPort=<WL_S_PORT>,weblogicUserPassword='<PASSWORD>')

Getting:

NameError:  createOUDSMDomain

If run help('all"), the createOUDSMDomain command is not listed as an available command.
