Installation of 11g Webgate renders the OHS site unuseable

We are upgrading from 10g to 11g webgates. Our IIS sites are working fine, but I cannot get our OHS sites to function. After installing the webgate, all requests begin getting 'connection refused'. This occurs even when bypassing the load balancer and going directly to the web server. The only indication of issues that I can find in any log files is within the site error.log which, at the completion of site startup, it throws the message "[notice] Parent: child process exited with status 3221225477 -- Restarting.", and then it appears to start the service again, and essentially loops doing this same thing over and over. Also, the ohs instance 'console log' throws a message of 'Audit init' as it tries restarting. The oblog.log file for the instance shows the banner information along with the fields/values pertaining to the given installation, and these headers also generate over and over as the ohs instance restarts.
