Symptoms

Unable to view application policies page from EM console. We see the following in WLS diagnostics log:

Access denied (oracle.security.jps.service.policystore.PolicyStoreAccessPermission Context:SYSTEM Context Name:null Actions:getConfiguredApplications)[[
oracle.sysman.emSDK.app.exception.EMSystemException ...

Caused by: java.security.AccessControlException: access denied (oracle.security.jps.service.policystore.PolicyStoreAccessPermission Context:SYSTEM Context Name:null Actions:getConfiguredApplications)
