Error While Launching Test Console (Doc ID 2330894.1)

Symptoms

When invoking the Test Console within the Service Bus Console, it results in the error:

Error Accessing Test Configuration
"Test Console" service is not running. Contact administrator to start this service.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the Service Bus Console.
2. Locate a Service and drill-in the component.
3. Click the Green Triangle to launch the test console and produce the highlighted error.
