WLST command dumpMetrics Fails with "NameError: dumpMetrics" in Standalone Oracle HTTP Server (Doc ID 2332197.1)

Symptoms

Running dumpMetrics command from wlst in standalone Oracle HTTP Server ORACLE_HOME to display available metrics, the command fails with error "NameError: dumpMetrics"

The same command works in collocated OHS.
