Is there a mechanism to send out a notification whenever an asset goes in 'held state' in a particular publishing queue ?

Goal
When publishing to multiple target destinations, sometimes the content goes to 'held state' on a particular queue & eventually only a partial set of content gets published.
Because of this partial publish, the contents are mis-matched across multiple publishing environments and creating issues.
The content authors do not have the ability / permissions to find out if all the contents were pushed to all publishing queues or some are hanging in held state.
Since no OOTB mechanism exists to provide a notification when content goes to the held queue, what logging can be enabled to help identify when this situation occurs?
Providing these logging entries could allow creation of a mechanism to send out a notification whenever an asset goes in 'held state' in a particular publishing queue.
