Embedded Links To Assets With Vanity URLs Not Created Properly in CKEditor (Doc ID 2334464.1)

Symptoms

Vanity URL links added to the field using the CKEditor are not being constructed properly, causing them to point to invalid locations.

Instead of
<a href="http://www.example.com/home&rendermode=preview" _fwhref="_CSEMBEDTYPE_=internal&_PAGENAME_=MyPage/SecondPage&_cid_=1553344551512&_c_=Page">My Page Link</a>

The href was missing the web address, such as
<a href="home&rendermode=preview" _fwhref="_CSEMBEDTYPE_=internal&_PAGENAME_=MyPage/SecondPage&_cid_=1553344551512&_c_=Page">My Page Link</a>
