 1) Keep a complete back up of existing 12.2.1.1/12.2.1.2 Home
 2) Install Fusion Middleware Infrastructure 12.2.1.3 in a new Oracle Home.
 3) Install 12.2.1.3 Oracle HTTP Server in the same Oracle Home as 12.2.1.3 Infrastructure.
 4) Run a Pre-Upgrade Readiness Check
 5) Stop the servers and processes 
 6) Run the Upgrade Assistant from 12.2.1.3 ORACLE_HOME to upgrade Product Schemas 
 7) Run the Reconfiguration Wizard to reconfigure domain component configurations to 12c (12.2.1.3.0). 
 8) Run the Upgrade Assistant from 12.2.1.3 ORACLE_HOME to upgrade domain component 
 9) Start the servers and processes 
 10) Verifying the Upgrade
 11) Importing Wallets to the KSS Database after an Upgrade Using WLST
