Symptoms

On : 11.1.1.7.0 version, OSB Core Functionality

Failed to start ALSB Framework Starter Application and ALSB UDDI Manager in a new Disaster Recovery (DR) system.

Manually starting them from WL Console is not successful either.

The following errors are seen in the logs.
