WebCenter Sites Installation Failure on Java Cloud Service (Doc ID 2334787.1)

Symptoms

After following the "Installing Oracle WebCenter Sites 12.2.1.2 on Oracle Java Cloud Service" guide to install WCS on JCS the following error is encountered in the Installer:

"One of the following needs to be selected:
nginst_core - 13.9.1.1.0
nginst_core - 13.9.1.0.0
"A Sites 12c deployment on JCS fails to successfully login to the UI after authentication via the login page. It results in a "white" page.

Installation cannot proceed past this point and preventing further installation activity.
