Coherence Cluster Federation ReplicateAll Percentage Stays At Zero If There Is No Data To Send (Doc ID 2335308.1)

Symptoms

Customer reported that if a ReplicateAll is issued but there is no data to send (e.g. empty caches, or some cache servers have no data in their partitions), then the ReplicateAll percentage will stay at zero. This means that a customer cannot use the ReplicateAllPercentComplete to track completion of the ReplicateAll operation when the data set is small.
